Changes Flash Wave to [Ice Dragon Strike] (Fury Skill). Depending on charging time, deals Frost Damage equal to Flash Wave boosted by 50% and applies the Frost effect. Frost effect has a(n) 70% chance to apply Bind: Icebound for 3 to 4.5s. Deals bonus damage to Bound or Oppressed targets. When Specialization 3 [Effect Time Increase] is applied, increases Bind: Icebound duration by 1s.
