Constricting Tempest always hits and additionally triggers on 2 enemies within a 5m radius of the target. When the chain ends, has a 100% chance to apply Collision: Pull and has an 80% chance to decrease Heavy Attack Damage Resistance of pulled targets by 30% for 6s. Upon successfully pulling a target, decreases your PvP damage taken by 15% for 6s.
